Anyone with existing applications can still continue the process, it’s just new applications that were paused. – We will post an update if they reopen applications.
The NYC Small Business Resilience Grant is offering a $10,000 grant to eligible small businesses in New York City, including 1099 / Schedule C applicants. The program launched on 12/8/2021 at 12:00 pm.
You can apply for this grant even if you got EIDL, PPP, and the New York State grants!
Grant Amount
$10,000 – funds do not need to be repaid.
Key Eligibility Requirements
ALL of the following are requirements.
- For profit business – non-profits are not eligible
- Operate in New York City (5 bouroughs)
- 500 or fewer employees. Self-employed/1099 workers are eligible as well.
- Either
- Located in a low-to-moderate census tract (check your address on this map)
or - Have at least 50% revenue Arts, Entertainment, and Recreation sector (NAICS code starting with 71), or the Accommodation and Food Services sector (NAICS code starting with 72).
- Located in a low-to-moderate census tract (check your address on this map)
- Be in operation since October 1, 2019, and in operation at the time of submission of the application
- Demonstrate at least a 25% reduction in gross receipts or revenue in either:
- Comparable quarters in 2019 and 2020
or - 2019 calendar year comapred to 2020 calendar year
- Comparable quarters in 2019 and 2020

- Sole Proprietorship (Schedule C): Line 1
Application Rounds – Priority Applications
Applications will be processed in the following order. They have not yet released dates for each “Priority” level.
- FIRST PRIORITY – Business with up to $1 Million in 2019 gross receipts.
- SECOND PRIORITY – Business with $1MM – $3MM in 2019 gross receipts.
- THIRD PRIORITY – Business with $3MM+ in 2019 gross receipts.
Documentation Requirements
- Application Certification
- 2019 filed Tax Return
- Proof of 25% reduction
- 2020 filed tax return
or
- quarterly financials for the same quarter in both 2019 and 2020
- 2020 filed tax return
- Photo ID for owners
- Completed Form W9
- If annual revenue is over $3 million, then most recent filed NYS-45
A business bank account is required in order to to get funded. If you do not have a business account but otherwise qualify, you can open a business bank account once your application is approved.

Using the $10,000
The $10,000 is a grant and does not need to be repaid. However, the funds must be used as follows:
Applicant must use the $10,000 grant to mitigate economic hardships that occurred as a result of the COVID-19 pandemic by using the grant funds to offset operational expenses incurred between March 3, 2021, and December 23, 2024, for the small business that is the basis for the Applicant’s eligibility for the grant.
Examples of eligible expenses include the following:
- payroll and benefits
- mortgage
- rent
- utilities
- other operating costs
